Civil Engineer Advisor
Kay and Associates, Inc. is seeking a highly experienced Civil Engineer Advisor to support the F/A-18 Contractor Maintenance Support (CMS) Contract in Kuwait. As a Civil Engineer Advisor, you will serve as the primary engineering and construction advisor to the Office of Military Cooperation–Kuwait (OMCK), the Kuwait Armed Forces (KAF) J4, and the Ministry of Defense (MOD) for all infrastructure and facilities programs associated with F/A-18 operations and broader U.S.–Kuwait security cooperation initiatives.
This role provides technical expertise, program oversight, and advisory support on engineering and construction activities executed under the Foreign Military Sales (FMS) program, Defense Cooperation Agreement (DCA), Acquisition and Cross-Servicing Agreement (ACSA), burden-sharing, and any future U.S.–Kuwait construction authorities.
Key Responsibilities as a Civil Engineer Advisor
- Serve as the senior engineering advisor to OMCK, KAF J4, and MOD for all civil engineering, facility development, and construction matters supporting the F/A-18 CMS program.
- Interpret and communicate U.S. Government infrastructure and construction planning data, program documentation, and technical scope information to MOD/KAF personnel.
- Provide expert guidance on FMS construction case execution, modifications, sustainment planning, and closure activities.
- Advise construction committees and participate in all engineering-focused meetings involving KMOD, KAF, OMCK, and U.S. stakeholders.
Program & Project Support
- Assist MOD and KAF J4 in preparing, reviewing, and tracking Letters of Request (LOR) and Letters of Offer and Acceptance (LOA) related to engineering requirements and facility upgrades supporting F/A-18 operations.
- Support development and review of Program & Planning (P&P) reports, concept designs, and long-term infrastructure strategies.
- Monitor ongoing construction projects, assess technical performance, recommend corrective actions, and assist with acquisition strategy development.

Training & Technical Development
- Provide training, mentorship, and technical guidance to Kuwait military officers, enlisted personnel, and MOD civilian staff.
- Strengthen KAF/MOD capability in managing military construction programs, engineering logistics, requirements development, and facility lifecycle sustainment.
Strategic Leadership & Communication
- Brief senior leaders regularly on engineering program status, risks, timelines, and strategic program impacts.
- Support implementation of U.S.–Kuwait construction recommendations and facilitate smooth coordination between U.S. and Kuwaiti engineering stakeholders.
- Ensure compliance with all relevant agreements, authorities, and policy frameworks governing U.S.-supported construction in Kuwait. Department of Defense
Minimum Qualifications for Civil Engineer Advisor
- 7+ years as a Military Engineer Officer, DoD civilian, or contractor providing engineering and construction support.
- 6+ years supervising and managing engineering or construction programs.
- Extensive knowledge and experience with Foreign Military Sales (FMS) Construction Program (DISAM certification preferred).
- Knowledge of Kuwait Defense Cooperation Agreement (DCA) and U.S.C. §§ 2350j and 2350k construction authorities in Kuwait.
