Responsibilities

Our newest opportunity is for a talented Operations Expert Heavy Rail  to join our team, based in Doha, Qatar.

 

We envisage success in this role to include;

 

Strategic:

  • Implements and refines strategies to restore & recover services affected by operational incidents, bad weather, staff shortages or equipment failure, and acts as a focal point within Service Delivery in incident management and liaises with the emergency services and agencies for assistance.
  • Manages the development & implementation of ICC (Integrated Control Centre) policies, procedures and work instructions for aligning department’s operations to the committed performance targets to ensure operations efficiency and performance.
  • Manages the development & implementation of Heavy Rail Stations policies, procedures and work instructions for aligning department’s operations to the committed performance targets to ensure operations efficiency and performance.
  • Ensures that staffing, training, management and procedures related to the Heavy Rail Operations align with the Client policies, strategies and requirements.
  • Meets Key Performance Indicators according to targets agreed with leadership in areas of production of Heavy Rail O&M documents, delivery of study reports on time, and monitoring of Operator’s performance.

Operational:

  • Manages the functional and technical development of Heavy Rail’s Integrated control centre (ICC).
  • Participates on behalf of the Client in development and updating of ICC standard operating procedures and associated work instructions.
  • Represents Client on all testing and commissioning activities of Heavy Rail ICCs and related systems for both solid state and future operations.
  • Assesses the ICCs performance during the Trial Run period.
  • Reviews and validates all Operator’s contractual and operational documents.
  • Reviews, survey and evaluate all Operator’s activities; assess the Operator’s performance against the operational Key Performance Indicators.
  • Complies with all Client’s CMS Policies and Standard Operating Procedures.
  • Performs and carries out other duties as instructed / directed by the leadership.
  • Management of the close out process following incident investigation.
  • Ensure representation of our Client Service Delivery at the Daily Performance meeting and communicating outputs to
    Client’s Leadership.

People:

  • Assists the management team in providing advice for the resolution of complex issues, compliance issues and
    potential problems related to Heavy Rail operations.
  • Provides support to management as required.

Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include 10 years of railway operations experience, partnered with Bachelor or master’s degree. Membership of Chartered Institution of Railway Operators or other relevant professional associations.

 

Working knowledge of train scheduling, train utilisation, control centre operations, station operations, train
operations and depot operations.
Thorough understanding of the rail systems basics such as moving block signalling systems, traction power
supply distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and E&M systems, their functions, operations and maintenance.

Must be a skilled manager in communicating and motivating staff.
Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.
Excellent analytical reasoning ability and capable of making decisions on complex matters.
Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets.
Thorough understanding of all aspects of safety issues related to railway operations.
