We are currently recruiting for Lead Project Officer for Corporate Services in Doha, Qatar.

As Lead Project Officer, you will be reviewing buildings & facilities related drawings and specifications proposed by consultants before submitting to relevant authorities to obtain necessary permits and approvals. You need to review all project drawings and plans before handing over to the contractor to begin work. You will provide Technical inputs required for developing write up for Purchase Enquiry, Request for Quotation, Request for Tender (RFQ, RFT, and Contractual Letters), associated with functioning of Facilities (Residential and Commercial). You will involve in maintenance including coordination & participation in Building Inspection and Supervision of tasks outsourced to third party agencies and track all ongoing projects.

Specific responsibilities for the role include:

 

Operational

  • Responsible for preparation of Scope of Works for Facilities related Procurement process linked activities out sourced to Specialist Consultants, Contractors / Vendors. Facilities related activities comprise of identifying civil work items, MEP work items, End User required Special items from concept to completion.
  • Developing Particular Specifications of work items required by End Users / occupants of Buildings in relation with regulatory compliance, internationally followed code of practices, Standards and QR Specific Operational Requirements within support offices.
  • Preparing Bill of Quantities for Minor and Major Tasks for RFQ and RFT related documentation.
  • Review of Drawings and translation of Drawing Details in Specification write up and vice a versa for all kinds of activities undertaken by Department that get executed by Third Party Vendors.
  • Take responsibility of ensuring that accurate information is gathered at pre RFQ stage and recorded in Industry Standard presentations for Vendors to quote.
  • Prepare Project Specific Conditions / Parameters for Vendors to understand and price the requested activities.
  • Prepare Technical Evaluation of quotations received from Vendors in response to Request for Quotations sent out by Procurement Department by studying / verifying the Bids for compliance with scope and cost estimates.
  • Supervise ongoing Special Projects sub contracted to third party sub-contractors as and where required in any of the QR Group owned Properties in collaboration with other teams.
  • Generate scope of services for minor improvement projects which involve work by multiple trades including design, supply and installation required systems ensuring professional and to the point presentation.
  • Review and comment on the drawing and material submittals from the appointed Service Providers Sub Contractors for compliance with scope, specifications and end user requirements.
  • Independently supervise and manage field works assigned by Departmental Manager for works arising from breakdown and emergencies.
  • Prepare and formulate the maintenance agreements/ service levels/ response durations for maintenance contracts awarded to service providers for normal as well as Specialized Systems.
  • Prepare draft of correspondence to Authorities required for submission of info by Qatar Airways for project related approvals.
  • Monitor and track all ongoing projects, creating an organized project tracker that provide all necessary information.
  • Proactively gather information and updates, either through site visit, research, or coordination with other internal departments, to ensure all relevant data and details are available.
  • Serve as the primary point of contact and coordinator with any external third- party partner and other stakeholders.
  • Perform other department duties related to his/her position as directed by the Head of the Department.

Technical Contribution

  • Assist line manager in all kinds of outgoing correspondence to government authorities, property owners, Vendors at pre-bid stage, appointed Contractors, other Departments, Third Parties requiring Technical inputs in correlation with Contractual Conditions for any give activity / Project / Planning as required.
  • Prepare Condition of Particular applications required for works execution by Vendors based on Technical assessment of tasks.
  • Conversant with Government of Qatar’s Regulatory requirements and Local codes / standards applicable for Buildings and associated Builders work, MEP works making sure that activities noted in scope documents are defined within the set parameters as well as User Requirements
  • Ensure accurate records are maintained of Authority approvals required at various stages, including maintenance of Project Calendar with advance alarm system for compliance related tasks by Project parties.
  • Review and recommend standards suitable for any given new requirement from User Departments to translate the requirements in finite scope of works based on which commercial quotes can be obtained by Procurement.
  • Assess and recommend best practices for civil works within building maintenance domain for activities like waterproof repairs, plastering, painting, cladding with Aluminium, Glazing etc
  • Ensure project information are archived and maintained which shall include (but not limited to) design info, MOMs, tender documents, drawings issued for construction, authority approved drawings, contractors’ shop drawings, material submittals, drawings, project close out documents, warranties etc.
  • Ensure up to date and comprehensive records of the works are maintained. Assist the Project Manager in project documentation including but not limited to incoming information and outgoing communication.

  • Comply with all relevant company policies and procedures regarding the use, processing, disclosure and security of any information (in any form) and ensure that all staff under my direct supervision are aware of and comply.
  • Consult the Group’s Data Protection Officer in matters related to data protection and privacy as appropriate.
  • Ensure the confidentiality, security and protection of all information handled in the course of duties is maintained at all times from unauthorized access, use, disclosure, disruption, deletion/destruction, corruption, modification, inspection or recording.
