ENOWA plans to utilize various technologies, including large-scale solar PV, wind power, pump hydro-station, geothermal energy, and clean-fuel gas turbines – as an integrated decentralized solution to meet the increased electricity demands due to a high degree of electrification. 

The candidate will work on projects involving these technologies and various execution strategies, with construction starting in August 2024 and continuing through 2030.

Expectations

The Quality Engineer (E&I) oversees quality assurance and documentation for electrical engineering and instrumentation aspects, ensuring compliance with NEOM policies, regulatory standards, and project specifications. This role plays a crucial part in maintaining high-quality standards in electrical works while managing accurate and up-to-date related documentation throughout project lifecycles.

Approach (Roles &Responsibilities)

  • Contribute to the development and implementation of comprehensive quality control procedures for electrical works, equipment, and instrumentation, integrating regulatory requirements and NEOM’s quality policies.
  • Collaborate closely with project teams to embed quality standards into project plans and workflows from inception.
  • Conduct regular inspections and audits of onsite electrical works and on equipment and instrumentation to ensure adherence to established quality standards and regulatory requirements.
  • Verify activities are in line with the requirements shown on plans, specifications, codes or other regulations, and subcontractor’s approved quality plan / ITP’s
  • Identify non-conformities, perform root cause analysis, implement corrective actions and improvements based on audit findings, and lead continuous improvement initiatives within E&I installations.
  • Verify documentation related to E&I projects, including schematics, maintenance records, and compliance reports, in coordination with document controllers.
  • Monitor and report the submission and approval of E&I documents, ensuring accuracy and timeliness in documentation processes
  • Coordinate with E&I engineers and project managers to ensure documentation reflects current site conditions and project updates.
  • Train site personnel involved in electrical works and managing instrumentation on specific quality and documentation procedures, fostering consistent application of quality practices.
  • Contribution to the preparation of quality reports and participation in project review meetings,  communicating findings, updates, and recommendations effectively.
  • Ensure all E&I work complies with environmental, health, and safety standards.
  • Serve as a primary contact for E&I vendors and contractors to manage quality-related communications and documentation.
  • Effective communication with project managers, civil engineers, contractors, and suppliers to align on quality standards and documentation requirements. Effective stakeholder management internally and externally.

Desired Outcomes/Outputs:

  • Flawless execution and documentation of E&I installations, meeting or exceeding technical and regulatory standards and incompliance with design specifications.
  • Minimization of non-compliance issues regarding E&I works and documentation, high standards of accuracy and integrity.
  • Enhanced quality awareness and practices among site personnel through targeted training and continuous improvement initiatives.
  • Internal stakeholder satisfaction with the resource and appropriate relationship management with external stakeholders.
  • Effective  resolution of quality incidents.

Experience and Skills

  • Degree in Electrical Engineering or a related field.
  • Certification in quality management is an advantage.
  • IRCA Certified Audit or an equivalent Internationally recognised one is an advantage
  • At least 7 years of experience in quality within electrical installations or instrumentations, preferably in the construction or energy sectors.
  • Strong knowledge of electrical engineering practices and quality control methodologies.
  • Excellent organizational and document management skills.
  • Proficiency in document control software and common project management tools an advantage.
  • Detail-oriented with strong analytical and problem-solving skills.
  • Effective communication skills for interfacing with engineering teams and vendors.
  • Ability to conduct thorough inspections and audits of electrical works and to undertake testing of electrical installations and instrumentation.
  • Broad knowledge of relevant safety and quality regulations.
