Qualification and Experience Required:

Technical Skills:

  • Engineering degree required, mechanical/materials specialization desired
  • Minimum of 7 years’ experience in a role covering the full scope of purchasing engineering (pre-order and post-order with on-site manufacturing follow-up) in the O&G sector.
  • Knowledge of technical standards specific to the industry (EPC in Oil & Gas) and purchasing, including Quality, Health, Safety and Environment.
  • Knowledge of the metallurgy and boilermaking sectors.
  • Fluent in English and French.
  • Driving licence for more than 5 years

Activities

The SCM Engineer is involved, among other things, in batches of equipment with long lead times: carbon steel tubes in production, forgings, mechanically welded parts, instrumentation. He/she will be required to carry out all or part of the following activities:

Appropriation of technical documentation:

  • Analysis of the customer’s technical specifications and applicable codes.
  • Review of technical documents necessary for the launch of calls for tenders: specifications, technical sheets, technical requisitions.

Sourcing and qualification of subcontractors/suppliers:

  • Sourcing of service providers who can meet the selection criteria.
  • Launch of pre-qualification processes under the responsibility of the Head of the SCM department.

Preparation, launch and follow-up of calls for tenders:

  • Preparation and drafting of the tender documents and sending them to the various potential suppliers.
  • Analysis of proposals and management of technical and commercial clarifications.
  • Management of technical and commercial evaluations of the various offers and preparation of support for decision-making
  • Placing orders.

Order Tracking:

  • Management of critical reviews with suppliers: kick-off meeting, pre-production meeting, close-out meeting and feedback.
  • Follow-up of the progress of the various suppliers via reporting and regular meetings.
  • Review of supplier documents; coordination with the different disciplines of the Project for validation of Engineering, Quality, HSE documents.
  • Launch of notifications and participation in inspection points; call in external actors (Third Party Inspection) for intervention when necessary.
  • Communication to the Project Quality Manager and follow-up of any supplier non-conformities.
  • Communication to the Project HSE Manager and follow-up of any environmental, health and safety incident at suppliers.
  • Evaluation of suppliers at the closing of the order.
  • Management of any order modification request initiated by ITP SA or by suppliers.
  • Maintenance of the Project Procurement Report (PPR) for all purchase batches awarded in phase before and after order placement.
  • Assistance to the Project Controls Lead for regular updating of costs and planning of assigned purchase batches.
