  • The Projects Coordinator oversees the contractor selection, detailed engineering, tendering, evaluation, construction contractor, procurement, construction, installation, pre-commissioning commissioning and handing over of the project. Project tracking from the commencement to the end timely & financially with all the specified deliverables.
  • Coordination and management of Projects requires extensive interaction with Mesaieed Industrial City (MIC), QCDD (Qatar Civil Defence Department), KAHRAMAA, OOREDOO authorities and other regulatory bodies for obtaining approvals to cross common boundaries. This often involves extensive negotiations.

About this role

  • Define the scope of the project in collaboration with the senior management.
  • Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
  • Determine the resources (time, money, equipment, etc.) required to complete the project.
  • Develop a schedule for project completion that effectively allocates the resources to the activities.
  • Review the project schedule with senior management and all other stake holders who will be affected by the project activities; revise the schedule if required.
  • Determine the objectives and measures upon which the project will be evaluated from its commencement to completion.
  • Contract qualified consultants to work on the project as appropriate.
  • In consultation with the line manager, recruit, interview and select staff and/or volunteers with appropriate skills for the project activities.
  • Execute the project according to the project plan.
  • Develop forms and records to document project activities.
  • Set up files to ensure that all project information is appropriately documented and secured.
  • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the project in line with the specified HSSE standards, quality standards, time & cost.
  • Establish a communication schedule to update stakeholders including appropriate staff in the organization upon the progress of the project.
  • Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project HSSE standards, quality standards, time & cost.
  • Write reports on the project for management and stakeholders.
  • Communicate with stakeholders as per the established communication plan.
  • Monitor and approve all budgeted project expenditures.
  • Monitor cash flow projections and report actual cash flow and variance to senior management on regular basis (monthly/bimonthly)
  • Manage all project funds according to established accounting policies and procedures.
  • Ensure that all financial records for the project are up to date.
  • Prepare financial reports and supporting documentation for stakeholders as per the established communication plan.
  • Ensure that the project deliverables are on time, within budget and at the required level of quality.
  • Evaluate the outcomes of the project as established during the planning phase.

What you need to bring:

  • Bachelor’s degree in Instrumentation & Controls Engineering.
  • Formal training in Project Management is required.
  • A sound knowledge of relevant Computer applications including MS Office suite of applications (Word, Excel, PowerPoint) and project management related applications including Primavera, MS Project and AutoCAD.
  • At least 10 years experience in managing construction, commissioning & hand over of engineering projects in refinery / petrochemical / chemical plants with a demonstrable track record in compliance with Health, Safety, Security & Environment standards.
  • Previous exposure to engineering & construction Codes, Standards and recommended practices including QCS, Electrical & Instrumentation is essential.
  • Experience in the development of all Instrument & control system documents such as P&IDs, loop diagrams, instrument mounting details, vessel sketches, control panel layouts, data sheets of instruments and final control elements, and the development of control strategies and narratives of various processes.
  • Experienced in Installation, calibration, and loop checking of the field instruments (flow, level, temperature, pressure, and analytical).
  • Preparation and Review of Instrument Specifications & Design Basis.
  • Field Instrument Datasheets, Control Valve/Shutdown/Blowdown/PSV, F&G, Deluge Valves, Preparation and Review of Instrument Index, I/O lists, BOM/MTO, Preparation and Review of Cable Schedule/Junction box schedule, Sizing Thermowells, Control Valves, PSV, JB, Flowmeters & Level Instruments, Reviewing drawings such as Hook-ups, Cable block diagram, JB Termination, Loop drawings, Instrument Location Layout, Instrument Airline drawings, Instrument Installation drawings. Attend & contribute to HAZOP, LOPA & SIL assessment studies,
  • Experience in preparation of project documentation (scope, tenders and contracts) and execution of project documentation is essential.
  • Experience and knowledge of relevant Qatar legislation in relation to Labor Hire, Safety and Construction Standards and Contracts is desirable.
  • Extensive experience in reading and using project designs with a clear understanding of their terminology and application.
