Job Purpose

Provide Subsea and Pipelines Engineering input and assist the Club enhancement project in developing safe, and reliable fit-for-purpose frameworks, procedures, programs, strategy, and the requirements for timely and effective implementation of the Emergency Pipeline Repair System (EPRS) for all the Club Members subsea pipelines and cables repair projects engineering activities. Support the establishing, developing, enhancing, harmonizing and development of repair execution engineering governance and quality assurance to achieve the timely and effective readiness, response, and repair management of subsea incidents through all the EPRS projects stages and phases.

Job Context & Major Challenge(s)

A focal point within the QatarEnergy EPRS Club Enhancement Project Management Engineering Team. Responsible for improving the EPRS Club by managing developing, establishing, and standardizing the procedures, and protocols for the Engineering requirements of the subsea Incidents management, and the requirements for common standard / manual to evaluate pipeline related events, issues and/or incidents and conduct critical engineering analysis and technical tasks based on available information, in a timely manner, in supporting managing the response activities to pipeline Incidents.
Develop the requirement for the Club to manage and support the several alternative work methods and support in addressing issues in relation to subsea and pipelines systems EPRS Club Scope.
The role includes supporting in developing and managing plans, organizing, and controlling the studies, arrangements of required engineering activities, engineering contracts management, develop, enhance, harmonize, and assure effectiveness of the EPRS Club Execution Engineering scope.
Key function is to develop an effective and fit-for-purpose incident response and recovery Engineering contracts and develop related interactive communication and interface procedures, tools, and protocols within the Club members and the Club service providers and Contractors, related to the timely, safely, and effective management of subsea incidents may take place to the QatarEnergy Club members operating Subsea Pipeline, Cables, and the Structures facilities.
Works with the Pipeline Integrity and EPRS Engineer to develop all what is required to increase Club readiness and effective timely response, while liaising with different parties within and outside the club, supporting efficient management and effective execution of necessary Pipeline emergency actions safely and with minimal impact to the environment, the public, and club reputation.
Manage frequent multi-dimensions communication with all the EPRS Club members for collecting, compiling, and maintaining the up-to-date data for the operating Subsea facilities and the EPRS Club Tools and equipment.
Frequently report to the EPRS Club enhancement PMT leaders and support the project maintaining the quality, cost, and schedule.
Operates within a structured environment with a clear reporting framework and accountable for performance in accordance with sound projects principles.

Key Job Accountabilities

Provide technical expert in the Subsea & Pipelines Engineering. Perform as subject matter expert. Oversee the development of the required Engineering contracts and documentation to cover the completion and verification of response and repairs Engineering related tasks, for the Club engaged activities in EPRS Incident management.
2. Provide specialist discipline engineering Review of the records of Club members facilities and repair specifications. Deal with classifying and sorting the Qatar EPRS Club subsea facilities nonconfidential design specifications, drawings, and other documents for the EPRS Club effective readiness and optimum operation.
3. Support development and effective handover for implementation, a structured, safe, reliable, and fit-for-purpose Club response and repairs Engineering Management system frameworks, procedures, engineering governance and quality assurance documentation, based on the best industry standards. Perform necessary studies to support the preparation of common response and repairs alternative methods, philosophies, concepts, and engineering activities through all the EPRS Club projects stages and phases in complies with codes and safe practices Prepare generic scope of work, protocols, and flow charts related to the Club scope for the timely and quality management of Club Engineering activities.
4. Develop the plan for the EPRS Club Engineering capabilities development and continue enhancements and verification to ensure readiness to complete all response and repair engineering work and professionally and easily managed.
5. Develop and manage potential club intervention and repair engineering contracts from tendering process ensuring compliance. Recommend the contracting strategy, cost estimation and preparing scopes of work. Review and evaluate the capabilities of Engineering contractors, and service providers. Interface with contractors to monitor contractor performance.
6. Support the development, coordination and handover implementation/execution of Club readiness program checks and drills. Support in ensuring all forms, manuals, process, and procedures is developed to ensure all Club activities undertaken are executed safely.
7. Develop and nurture relationships with third-party and Pipeline maintenance service providers to keep abreast of latest developments.
8. Develop procedures for preparation and development of repair projects engineering scope budget estimates, execution plan, and Monitor project progress. 
9. Collaborate with the EPRS project cross-functional teams and contractors, to drive project execution. Provide technical expertise and guidance Ensures the project team is aware of, and complies with, scope and codes. Provide accurate, timely reporting of activities to project management team. 

Qualifications

Bachelor’s degree of Engineering in Mechanical, Metallurgy, Structural or Pipeline.

Knowledge and/or Experience

10 years’ experience as Offshore Pipelines Engineering specialist.
Experience in offshore execution engineering with focus on Offshore pipelines construction, installation, and repairs engineering, pipelaying, riser installations, pipeline repairs and intervention in shallow water, and with hands on experience and strong exposure to the Offshore of the Emergency Pipeline Response System (EPRS) development and management.
Familiarity with procedures and practices of Marine /subsea activities, knowledge of barges and DP vessels marine operations, Experienced in UWI activities (ROV operations, and diving).
Good working knowledge of industry codes, standards, i.e., NACE, ISO, API, ASME, DNV, DEP etc.
Computer literate, Good Data analysis and reporting skills with Software competency in Auto-pipe, Off-pipe, Mathcad, Abaqus, Caesar-II, SEASAM, AutoCAD, Primavera, etc.
Experience and knowledge of risk-based management methods.
Familiar with tendering preparation and evaluation.
