To implement all aspects of the quality management systems and control site supervision activities provision related to the Electrical Works across the project, to deliver quality installations in accordance with the contract documents, relevant international standards and local authorities’ requirements.

Technical Competencies
Essential
• Diploma qualified – as a minimum
• Minimum of 6 years experience of Civil Engg
• Must have integrity, be flexible and proactive.
• Must demonstrate ability to act independently as part of a team.
Desirable
• Understanding of British, American and International design standards
• Good communication skills in written and spoken English.
• Good team player, able to communicate effectively with colleagues
Responsibilities
• Study of the Drawings and Specifications for selecting materials for the project.
• Review and approval of submitted samples in accordance with project specification.
• Co-ordination with Client, Project Management, Contractors and Resident Engineer with the Discipline Engineers for discussion and approval of specific materials to be used for the project.
• Co-ordination with Client, Project Management and Statutory Authorities for approval process.
• Review and approval of contractor’s construction program, quality control & method statements/methodology.
• Inspect and Approve Sources of Materials by Carrying out tests of materials.
• Order special material tests and rectification of defective works and maintain records.
• Ensure approved samples are stored and secured till completion of project.
• Verify and certify quality and completion of works
• Supervision of quality control / work performance
• Ensure taking samples, maintain records for test on material and work.
• Periodic review of quality control testing offal materials and completed works and ensure that all materials and completed work are as per the specifications, approved drawings and approved materials.
• Carry out the regular supervision of the contractor’s equipment, plants, machinery, installation and housing etc.
• Prepare Quality Control Program on all items of works applicable for the project implementation, review and evaluate pertinent notes specified on the contract plans.
• Prepare daily laboratory activities, supervise and perform all material related testing activities at field as well as in the in-house testing laboratory.
• Source-out and investigate probable sources of materials needed for the project and conduct immediate and necessary quality test and advice the Client, Project Manager and Resident Engineer the suitability of the materials before incorporating into a permanent work.
• Check and investigate any failed test results of the quality test of materials and troubleshoot using a sound engineering judgment and introduce any other alternative means of testing relative to standard specifications.
• Prepare Monthly Materials Report to ensure that all works accomplished complies with the specification requirements and update the minimum test requirements reflected in the status of test.
• Supervise Quality test performed and assisting the sampling of materials in-place, on stockpile and proposed sources of material to be used in the project implementation.
• Prepare daily, weekly and monthly Materials Quality Control Report and summary of back-up test results.
• Check and inspect on site the material used if it represents to the materials previously approved and accepted conforming to the specification stipulated in the contract.
• Conduct weekly progress meetings with Resident Engineer, Discipline Engineers and Contractors.
Project Interface
• Assist PM/RE in the supervision of the works to ensure compliance with the contract documents.
• Assist/support the site team and the respective PM/RE with the implementation of Quality / HSE management systems.
• Assist in the site team in the external and internal audits to ensure the effective implementation of quality management systems and work with the site team for resolution of non-conformance issues.
• Liaise with the project supervision team, coordinate and resolve any issues of concern.
• Analyse current methods of site supervision and provide recommendations for continuous improvement
• Implementation of all quality audits, surveillance audits and work with site team for resolution of non-conformance issues.
• Compile Site Feedback and forward to the PM/RE
• Assist the site team in the satisfactory close out of the project including snagging / desnagging of the works and related documentation.
• Review and assist the project team to compile all documents at handing-over for submission to the Client.
• Assist the PM/RE in compilation of all documents for the issuance of the Taking-Over Certificate.
Client Interface
• Provide necessary technical reports / recommendation as required by the Client for any project specific issues.
• Attend meetings with Client (if required).
• Liaise with the Client for the necessary approval of samples.
Contractor Interface
• Regularly attend site technical coordination meetings with Contractor
Design Office Interface
• Identify, raise and follow-up design office support requests in co-ordination with the TLI.
Site Operations Department Interface
• Liaise with the TLI any particular project site related issues requiring input and/or feedback.
• Coordinate leave request and discuss leave cover with the TLI.
• Liaise with OMSOD for all HR / Finance / Administrative issues.
Functional Duties
• Monitor performance of the Contractor / Sub-contractor and identify, raise any quality / workmanship concerns with the SQE / PM/RE.
• Review quality procedures and effectively implement QA/QC plans across the project.
• Identify any particular site safety issues and bring to the notice of the contractor / SHSEE / PM/RE.
Line Management / Administrative Duties
• Update and maintain the latest revision of all project documents
• Review, coordinate and forward submittals, inspection requests, technical query to the project team and/or discipline engineers.
• Assist the project site team during internal, external and site surveillance audits.
• Coordinate leave request and discuss leave cover with the TLI.
• Prepare and regularly (weekly) submit reports and maintain records.
