Job Purpose
Implements enterprise-wide architecture and processes that ensures the strategic application of change is embedded in the management of the organization, ensuring the buy-in of all stakeholders. Determines compliance between business strategies, enterprise transformation activities and technology directions, setting strategies, policies, standards, practices, financial, procurement, benchmarking and KPI activities.
Key Job Accountabilities – I
Coordinates with senior management in creation of strategies, specifying requirements, conducting feasibility studies to identify benefits of alternative strategies, and producing strategic models of the organization’s information and communications needs and highlighting the potential risks and impacts of those strategies.
Determines requirements for appropriate governance of IT within the defined area of accountability, comprising of both strategic and operational objectives and goals. Directs reviews as necessary to ensure informed decision-making so that an appropriate balance between benefits, opportunities, costs and risks can be demonstrated to stakeholders.
Facilitates the development of detailed plans transforming the “as is†Architecture to the “to be†Architecture. Manages current knowledge of IT estate and operations, as well as current enterprise architecture objectives and constraints, quantifies the needs of the business, and evolves a long-term strategy taking into account the business risk and continuity issues influencing the strategy.
Develops enterprise-wide information architecture and associated processes to ensure the strategic application of technology is embedded in the management of the organization. Implements support and governance for this architecture ensuring that the operational architecture is robust, secure, trusted, that access to information is controlled and that appropriate management metrics and measures are in place for the effective management.
Key Job Accountabilities – II
Appraises business cases for high-level initiatives in taking advantage of opportunities to improve business performance. Evaluates major options for providing IT services effectively and efficiently and recommends solutions such as outsourcing and new approaches to process transactions aligned to the business objectives.
Advises on financial planning, estimating and budgeting. Develops financial plans and forecasts. Monitors and manages IT expenditure, ensuring that all IT financial targets are met, and examining any areas where budgets and expenditure exceed their agreed tolerances through analysis of actual expenditure and advises on options in use of available budget. Facilitates future predictions on BAU costs incorporating timely software upgrades, hardware refresh, component replacement as well as “modernization†of software.
Verifies and measures the fulfilment of contractual obligations. Reports and assesses underperformance and compliance failures, including application of contract terms. Identifies where changes are required, evaluates the impact, and advises stakeholders on implications and consequences for the business and/or the procurement element of programs/projects.
Determines new approaches, proposals and technologies to build credible IT objectives, building on the existing strengths of the current estate and marrying all relevant organization objectives with achievable IT goals. Advises on operational and maintenance acceptance of new systems and services
Key Job Accountabilities – III
Identify and assess new and emerging technologies for evaluation of potential impacts, threats and opportunities. Creates technology roadmaps that align organizational plans with emerging technology solutions. Influences relevant stakeholders in obtaining organizational commitment to technology roadmaps.
Facilitates the measurement framework and aligns measurement objectives with business objectives. Develops policies, standards, guidelines for measurement. Reviews the development of capabilities for measurement (including automation). Coordinates with experts and stakeholders to ensure continuous improvements are identified through review of KPIs and benchmarking processes
Qualifications
Bachelor degree level Computer Science, Information Technology, Information Systems or other relevant discipline.
Knowledge and/or Experience – I
8 years’ of experience within Oil & Gas Industry with knowledge and awareness of the uses of IT within industry and specifically within competitive or associated organizations operating in the same market.
Demonstrates a strong awareness of the uses of IT within industry and specifically within competitive or associated organizations operating in the same market.
Demonstrates an awareness of trends in wider industry and anticipates associated implications
Technical and Business Skills – I
Excellent written and spoken English.
Architecture Certification is mandatory (TOGAF, BCS Practitioner, Zachman etc.)
Architecture tool knowledge / experience is mandatory and certification is desirable (Archi, Sparx, rational rose etc.)
Business / process knowledge is mandatory and certification is desirable (Six sigma, BMBOK etc.)
