ENOWA plans to utilize various technologies, including large-scale solar PV, wind power, pump hydro-station, geothermal energy, and clean-fuel gas turbines – as an integrated decentralized solution to meet the increased electricity demands due to a high degree of electrification. 

The candidate will work on projects involving these technologies and various execution strategies, with construction starting in August 2024 and continuing through 2030.

Expectations 

The Contract Engineer will be responsible for preparing/analysing, reviewing, monitoring, processing and contributing to the management of contracts for the development and implementation of conventional energy assets. This role ensures that all contracts are executed and implemented in accordance with NEOM policies, project requirements and legal standards. The role also ensures that contracts requirements are respected and processes/contributes to the negotiation, management, implementation and monitoring of contract variations/amendment and change orders.

Approach (Roles and Responsibilities)

  • The contract engineer will draft/amend, review, and contribute to the negotiation of contracts with suppliers, contractors, and service providers according to NEOM policies and strategies and to legal and regulatory requirements, from inception to signature and effectiveness. In so doing, he will liaise and manage the relationship with internal and external stakeholders, including but not limited to project managers, procurement, contractual counterparts, authorizing levels within NEOM (according to DoA) and legal teams to ensure contract terms align with project goals and to provide support in understanding and managing contracts T&Cs.
  • The contract engineer will monitor contract performance and compliance, promptly flagging and contributing to the resolution and processing of non-compliances, variations, change orders and amendments as well as of any issues or disputes that might arise.
  • The contract engineer will process/perform day-to-day contract management as indicated by the line management, and support the definition and monitor the implementation of risk mitigation strategies. He/she will conduct ad-hoc contract audits to ensure compliance and performance standards are met, provide ad-hoc assistance in the development and implementation of contract policies and procedures and pro.
  • The contract engineer will store appropriately and maintain accurate records of contract documentation, correspondence and other data relevant to the contracts finalization and monitoring processes.

Experience and skills

  • Degree in Engineering, Law, Business Administration, or a related field.
  • Minimum of 5 years of experience in contract management, preferably in the energy sector.
  • Strong knowledge of contract law and contract management practices.
  • Excellent negotiation and communication skills.
  • Detail-oriented with strong organizational skills.
  • Ability to analyse and interpret complex contracts.
  • Proficiency in contract management software and tools.
  • Strong problem-solving and decision-making abilities.
