JOB TITLE: DEPUTY MANAGER – COMMISSIONING

 

KEY RESPONSIBILITIES: 

  • Identify requirements and scope of work; review specifications, drawings, and other documents of the project; and establish applicability to the scope of work.
  • Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.
  • Ability to review contractual documents and identify project requirements, constraints, and risks.
  • Provide necessary inputs for commissioning proposals at the bidding stage.
  • Inspect and ensure all construction activities are completed prior to taking up the system for commissioning, and ensure the setting up of safety procedures for the same.
  • Ensure that all safety and precautionary requirements and procedures are followed during the commissioning.
  • Responsible for discussing and getting the approval of pre-commissioning, commissioning, and operations procedures from clients.
  • Ability to lead the subcontractor in the safe execution of pre-commissioning activities in line with the schedule.
  • Manages risk as assigned by the commissioning manager, project management, and/or site management by reviewing risk on a regular basis.
  • Hold regular reviews of risk assessments and meetings with the client on issues such as HSE.
  • Be aware of cost monitoring, control expenses, and report overruns to management.
  • Be continually present on the field to guarantee the quality and progress of the work.
  • Lead commissioning & start-up multi-disciplinary team-building project execution.
  • Clear punch list items as necessary after checking at the site.
  • Regularly contact discipline engineers and supervisors to solve problems related to project execution work safely.
  • Regular communication with the subcontractor execution team.
  • Liaise & coordinate with commissioning engineers and provide them support and guidelines for technical commissioning-related issues.
  • Perform any other related duties and responsibilities as and when directed by the supervisor.

 

ESSENTIAL QUALIFICATIONS AND SKILLS:

  • Review the project design documents.
  • Ability to identify design failures and/or discrepancies.
  • Ability to perform & guide in factory & site acceptance tests and performance tests.
  • Ability to produce integrated start-up schedules.
  • Ability to commission and start-up systems and equipment safely and reach stable conditions.
  • Attend and provide input at P&ID review, HAZOP review, and HAZID review.
  • Able to monitor and lead DCS operations such as alarm trips, logic, interlocks, permissive, overrides, etc.
  • Able to monitor and control temperatures, pressures, levels, and flow of operating plant.
  • Ability to produce plans and specific method statements, including P&ID mark ups for activities related to leak testing, chemical cleaning, oil flushing, air blowing, catalyst loading, operational test procedures, start-up procedures, etc.
  • Ability to conduct P&ID line walks, equipment internal inspections and vendor packages readiness for Commissioning and Operation.
  • Participate in HAZOP meeting with client and representatives of the other engineering disciplines.
  • Trouble shooting of equipment operation and coordination required to perform dynamic and performance test for various systems with vendors.
