Principal Accountabilities:

The contractor shall support the personnel, training and logistics mission in the  following areas: 

Operate, repair, program, computer systems, applications, templates and  network workgroups for IBM compatible and Apple computer systems, in accordance with programming principles for Windows Server 2003 (Active Directory) and XP Configuration, Windows 95/98 with Arabic Support, Windows NT, Microsoft Office 4.2 and Office 97 with Arabic Support, Microsoft Access 2.0  and 7.0. Design and administer Local Area Network (LAN), Wide Area Network  (WAN) networks. Must handle network cabling and infrastructure, help desk procedures, and Transport Control Protocol/Internet Protocol and WAN (Routers).

Develop training courses, prepare lessons and perform classroom and On-The-Job Training to RSLFAC personnel and/or other personnel on use of various computer programs for word processing, mathematics applications, network messaging, database management, and maintain the appropriate forms records and reports required to implement the training program. Operate computer equipment. Serve as network administrator for the RSLFAC LAN.

Advise and assist the RSLFAC computer user and define his requirements  for new computer programs or applications. Convert the user’s flow charts, written narrative or verbal instructions into data processing systems programming  terms. Prepare flow charts, block diagrams and flow diagrams to outline program routines or computer operations based on the user’s requirements.

Write program instructions, test, review, and correct programs and applications as required. Perform systems analysis functions as required on new (added) procedures. 

Prepare documentation as required to record and announce system changes, update user’s manuals, project proposals, program logic flow charts, file/storage descriptions, input/output formats and other operating procedures.  Assist in maintaining accountability for equipment, vehicles, supplies, and other property of the work section. Accept responsibility for property issued to the incumbent. Other duties as directed by the functional manager. 

Perform interpreting/translating of government related forms and documents using in-depth knowledge of English and Arabic with word continuity  and grammatical construction which convey exact meaning of the original language, either written or spoken. 

Responsible for proficient support of the program through the efficient application of his assigned duties to meet or exceed prescribed standards. May  be required to operate typewriters, word processor/computer, with accuracy in the preparation of wide variety of typed documents and the maintenance of the database applicable to assigned area of duty. Works from printed or hand written  drafts or performs correction of these drafts. May be required to type drafts of forms, technical reports and various other documents. 

Operates copy machines as required. Required to assist in the preparation  of special technical reports, charts or graphs. Orders and maintains adequate supply of office materials for area assigned. 

Develops and sustains computer systems applications, templates and network workgroups for IBM compatible and Apple computer systems, in accordance with programming principles for Windows 3.11 and Windows 95 with  Arabic Support, Windows NT, Microsoft Office 4.2 – 2000 with Arabic Support and other related computer utility programs. 

Prepares flow charts, block diagrams, and flow diagrams to outline personnel routines or computer operations based on the departmental requirements. 

Corrects and updates computer programs and applications as required. Perform systems analysis functions as required on new (added) procedures.

May be required, by directive of the immediate supervisor, the Program Management, or designated representative, to perform other duties.

 

Knowledge & Skills:

Two (2) years of recent (within three (3) years of application date) experience as Computer Specialist is desired. Also experience with increasing responsibility and duties involving computer programming and development of applications, LANs and WANs, and PC repairs is desired.

Demonstrated ability to program and build applications using Microsoft Word, Excel, Power Point, and Access with Arabic Support, and Corel Graphics is desired. Demonstrated ability to program and build applications using Arabic Word Processing and other programs that work with Apple computers (Power PC  preferred) is desired. Working knowledge of the IBM AS/400 Computer system  and OS/400 operating system is desired.

Able to operate data processing terminals and other equipment provided by the RSLFAC is desired. Ability to develop computer programs, formats, structures, and files in accordance with program principles and techniques based  on the user’s written narrative or verbal instruction is desired.

Able to prepare flow charts, diagrams, operating procedures and methods as desired.

Ability to speak, read, and understand the Arabic and English Languages, to include technical language fluently is desired.

 

Experience & Education:

High school graduate is required. Bachelor degree in Computer Science or Information or Electrical Engineering and have successfully completed specialized training in Computer Programming at an accredited four (4) year college is desired. 

Training and certification as a Microsoft Certified Systems Engineer (Windows Server 2003) or Novell CNE are desired. Training and certification in personal computer (PC) applications, such as Microsoft Office Professional with Arabic Support are desired.

Non-smoker is desired.

 

Physical Requirements/Working Environment:

Must be capable of obtaining a valid light equipment operator’s license.

Ability to travel domestically.
