JOB PURPOSE
· Be part of multi discipline team.
· Constantly identify bottlenecks for progress on construction and proactively take action to resolve the same.
· Monitor coordination of Interfaces between the EPC Contractors and provide clarifications and/or guidance on resolutions of any conflicts arising during execution.
· Construction supervision as per approved IPMT organigram for SITE.
· Coordination with COMPANY’s operations for the easement of construction activities and interfaces.
· Review of various completion documentation (e.g., Mechanical Completion Dossiers) to ascertain proper compilation and certification.
· Ensure that all procedures which are approved for construction drawings, risk assessments, permits, NOC’s, environmental restrictions studies JSA/FRA’s and safety reviews are in place and are adhered to during all the phases of the project
· To ensure Company interests are protected through implementation of the contract requirements, regulations, and sound execution/construction practices, as well as following all the HSSE practices and quality norms
· Coordinate the “Right First Time†start-up concept.
· Coordinate the handover of final PROJECT Documents to COMPANY.
· Coordinate the clearance of Punch Lists works.
· Having a working understanding of AWP (Advanced Work Packages such as those being utilized on this project).
KEY ACCOUNTABILITIES & RESPONSIBILITIES
· Review and provide input to the overall construction plan, procedures and construction requirements identified in the EPC Contract to ensure constructability.
· Review of construction organisation and manning.
· Review construction plans and detailed procedures.
· Review tie-in philosophy, tie-in package & relevant procedures.
· Hands on experience in Oil & Gas, Petrochemical plants.
· Monitor the EPC Contractor’s allocation of construction resources in consideration of relative priorities to meet the construction program and recommend any appropriate corrective action where shortage of resources might prejudice the program.
· Review and ensure that all construction procedures, method statements and Inspection & Test Plans are issued as final approved documents before start of any related work.
· Monitor and manage inspection of the construction work performed by the EPC Contractor and/or its subcontractors to verify that such work is performed in compliance with the approved procedures and specifications, and that the workmanship is in accordance with appropriate standards of quality.
· Monitor and ensure that the work is performed in strict compliance with the safety procedures and requirements.
· Ensure that the EPC Contractor has mobilised representatives of VENDORS and/or LICENSORS as required to support the construction activities.
· Monitor the progress of work at SITE against the PROJECT Schedule.
· Monitor the development of punch lists and close out of listed items as WORKS progress.
· Monitor and ensure that the EPC Contractor provides all reports and test records in accordance with the provisions of the EPC Contract.
· Be fully conversant with HSEQ plan.
· Review Mechanical Completion/Pre-commissioning Manual.
· Review Contractor’s request for issuance of Mechanical Completion Certificate(s) and make recommendation to Management on acceptability.
Qualification:
A degree or Diploma in Engineering with relevant years experience within in major oil/gas projects in similar position.
Having experience working through out in construction and commissioning on large downstream petrochemical, refinery projects.
